REPORT RECOMMENDATIONS


A treaty on TGKP should focus on the enforcement dimension of TGKP [traditional group knowledge and practice]. The treaty should also establish a review mechanism and a set of indicators that could be used to evaluate the progress of states on the regulation on TGKP.

Developing countries should develop a veto coalition against further ratcheting up of IP standards, and that the TRIPS Council shift its purpose from a body which secures a platform for IP regulation to one that polices a ceiling.

The EC should assess the role that a global bio-collecting society representing the interests of indigenous people could play in the protection of indigenous knowledge in conformity with Article 8(j) of the CBD (B2.2.2.1 and Appendix 3).

Developed countries should assess their conduct of trade negotiations with developing countries with a view to ensuring that development objectives remain a priority during those negotiations.
